This photo was tweeted by @swatbaguio1 with caption “Oplan Kapkap/Bakal/Sita at Otek St., Baguio City at about 5:00 PM to 6:00 PM on September 19, 2017.” While these guys may have agreed to be frisked, is this legal? Do they have a choice? If they said “no,” what would be the consequence? What have they done to deserve being frisked? If they’re looking for something, why not use a metal detector instead of frisking everyone? Paging CHR!
