BAGUIO CITY – Some city officials are wondering why a number of infra projects in the city has not been implemented.
Calendar year 2015 is about to end and yet there are identified priority projects in the city that has not yet been implemented.
The causes of delay in the implementation of the said projects were enumerated during the executive-legislative meeting last Monday.
Among the causes of delay include the late approval of the city budget by the city council, the preparation of detailed cost estimate, the compliance of Republic Act. 9184 also known as the Government Procurement Reform Act, the failure and/or no bidders of the project, and the lack and/or non investigation in identifying the site/location of barangay projects.
“The late approval of city budget by the council has a great effect in the delay of implementation of project,” said the mayor.
Because of this, Domogan urged the council to approve the city budget by the end of the year in order that the projects of the city will be implemented immediately.
Domogan instructed the City Planning and Development Office headed by Engr. Evelyn Cayat to submit the lists of the 2013 and 2014 implemented as well as unimplemented projects to his office and to the city council in order to discern the status of every project.
Said listings will be used as the basis in addressing the problems of unimplemented projects./Jho Arranz
