BAGUIO CITY — Mayor Mauricio Domogan signed a city council resolution strongly opposing the plan of the John Hay Management Corporation-Bases Conversion and Development Authority (JHMC-BCDA) to construct a hospital at the open space/camping or football ground area in Scout Barrio barangay here.
Resolution number 27, series of 2019, states that residents of Scout Barrio barangay have brought to the city government’s attention the plan of JHMC-BCDA to construct a hospital facility within their barangay.
The measure reveals that the possible location identified for the facility is the open space/football or camping ground area that is being used by the barangay’s constituents for various purposes like community gatherings, sports activities and evacuation site in time of disasters, among others.
“Since the location is also identified as one of the remaining open spaces of the barangay, the construction of a hospital or any large structure in the area would only result to ecological damage,” it claims.
The resolution points out that although the barangay’s residents welcome the construction of a hospital, the facility should not be at the open space/ football or camping ground area./Gaby Keith
